feature_gateway includes:

• Merged the feature_courseStructure previously to feature_gateway (Hence these course structure features are also included)
• In this update, The keycloak roles allowed check, rate limiting is moved to a separate service called cloudGateway.
• This includes the changes in all the services
• Along with this, The urls were also updated for MeghSikshak platform hence, The changes in UI were also there.
• Other improvements and bug fixes.
